President Barack Obama took a major step in closing one of the darkest chapters in American history by ordering an end to the use of torture, and the closure of secret prisons and the prison at Guantánamo Bay in Cuba. The decision to close Guantánamo within a year was greeted by Americans with mixed reviews. Some believe that holding prisoners without charge or trial has been a shameful and un-American moral blot, while others are concerned about what will be done with the 245 remaining detainees, sixty of whom were cleared for release by the Bush administration, but remain in prison. Obama’s order on interrogations instructs the CIA to use only those techniques approved by the Army Field Manual. One of the retired officers who joined Obama for the signing, Gen. Paul D. Eaton, who was in charge of training the Iraqi military in 2003-2004, said that the use of torture was “for the lazy, the stupid and the pseudo-tough” and called torture a “recruiting tool for terrorists.”
